The Central African Republic is one of the poorest countries in the
world and among the ten poorest countries in Africa. The Human
Development Index for Central African Republic is 0.352, which gives
the country a rank of 178th out of 179 countries with data
January 2008 that the Central African Republic was eligible to receive
assistance from the Peacebuilding Fund. Three priority areas were
identified: 1) Security sector reform 2) Promotion of good governance
and the rule of law and 3) Revitalization of communities affected by
conflicts.

prefectures (préfectures), along with 2 economic prefectures (préfectures
economiques) and one autonomous commune. The prefectures are further
